Photos become pages in this tab
Most converters ask you to upload a scan, then they hold the file until you make an account. This page does not. JPEG, PNG, WebP and iPhone HEIC stay in this tab. After the JavaScript has loaded, you can unplug the cable and still drop photos and download a PDF.
The sample is two still pages, one landscape and one portrait, so a first visit still produces a real file. Replace them with your own. The download name is photos-N-pages.pdf so a client name never ends up in a default filename. Rename it after you have it.
HEIC is a still picture
A lot of free converters fail on iPhone HEIC or emit a black page. This tab uses the same decoder as HEIC to JPG. Safari can read the file natively. Other browsers load a decoder module once per visit. You will see a loading line the first time a HEIC file is in the drop. That module does not send the photo anywhere.
EXIF orientation is applied once, so a phone shot that was stored on its side sits upright on the page. If one file in a drop cannot decode, that file is named and the rest stay. GIF is refused. A PDF in the same drop is refused too, because it is already a document; join those on Merge PDF.
Order and a size you can see
Thumbnails appear as soon as a file is accepted. Drag a card or use the arrows. Rotate 90 degrees if a page is on its side. The download follows that order. A4 is 210 by 297 millimetres from ISO 216. Letter is 8.5 by 11 inches. Auto picks portrait or landscape per photo from the pixels after rotation. Margins are 0, 10, 15 or 20 millimetres. The image is scaled to fit inside the box and centred. It is not cropped.
Photos longer than the long edge of the paper at 150 pixels per inch are scaled to that before they become a page. That is a common scan density, not camera negative quality. The line above the download names the paper and the size of the PDF this tab just built, so you see the file before you save it.
Document mode is contrast, not OCR
A phone photo of a form is often grey and low contrast. Document mode turns the page grey and stretches contrast around middle grey so ink sits further from paper. It does not read the text. The PDF is a picture of your photos. Search will not find the words. Lines from a scanner driver are not coming back.

Common questions
Does this page upload my photos?
No. The photos stay in this tab. After the page has loaded, the PDF is built in JavaScript here. Mixpanel and Google Analytics load with Softery.io. They see that someone opened the tool, which setting moved, and whether a download happened. They do not get the photos or the PDF.
Does HEIC work, or will I get a black page?
HEIC is accepted as a still picture. Safari can decode it in this tab. Chrome and Firefox load a decoder module the first time a HEIC file is in the drop. You will see that load. If one file fails, that file is named and the rest stay. This page does not invent a black page to hide a failed decode.
Is the PDF searchable? Does it stay as sharp as a scan?
No. There is no OCR. The PDF is a picture of your photos, fitted to A4 or Letter. Document mode raises contrast so a phone photo of a form is easier to read. Search will not find the words.
